Connecticut 2026 State Budget Update

On May 15, 2026, the Secretary of the State transmitted Public Act 26-68 to the Governor for signature, adjusting the State budget for the fiscal year ending June 30, 2027. The budget includes several provisions impacting older adults and individuals with disabilities.

Key measures include a requirement for home care and companion agency staff to complete at least 10 hours of training covering communication, environmental safety, abuse identification and reporting, Alzheimer’s disease, and related topics. Another provision expands protections for the use of technology in residential care homes, including virtual monitoring and visitation, and establishes penalties for violations.

The budget also provides a caregiver tax credit for individuals who pay out-of-pocket costs to support the activities of daily living of adult family members. This change will support families and allow individuals to continue to live independently if they desire.

The Aging Committee, led by Representative Jane Garibay and Senator Jan Hochadel, proposes a task force to study the needs of older adults and to help ensure appropriate resource allocation.

The budget also reinforces support for aging services, funding five regional service navigators, and restoring a senior center/municipal agent coordinator position within the Department of Aging and Disability Services.
